Raul Injoque, Peru’s ambassador to the Latin American Industrial Hemp Association, stated this new program could boost the fortunes of 2.3 million small and medium-sized farms across Peru. These farmers make up a majority of the country’s agricultural sector.

Restrictions on Peru’s Hemp Plan

There are some roadblocks to advocates’ hemp plans. Currently, the country’s regulatory framework remains focused entirely on medical cannabis. This program requires farmers to destroy non-flower cannabis biomass. Unfortunately, this wastes both time and money for the farmers. Injoque insists on those in charge removing this rule before the hemp program moves forward.

Additionally, the current cannabis program is overseen by a number of different government organizations. Each organization is in charge of a different aspect of the medical cannabis program. Therefore, they will each need to become involved if advocates want to add hemp to Peru’s agricultural program.

Finally, thanks to a lack of hemp laws, products are limited when it comes to testing. Right now, only the textile industry can test hemp. Groups sponsoring studies on a university level also haven’t moved forward because of the strict rules testing rules, according to Injoque. They are prevented from testing because of ongoing cannabis stigma. This prevents those involved with hemp getting approval.

Peru’s Hemp History

Peru’s government approved their medical cannabis law in 2017, which then took effect in 2019. In 2021, the government passed a subsequent cultivation law allowing medical cannabis users to form groups to cultivate, extract, and process cannabis locally. Peru currently import cannabis from Colombia, Uruguay, Canada, and the United States.
